Informing V2I Deployment Systems Using Commercial Hardware-in-the-Loop Testing

A method to test commercial, off-the-shelf (COTS) Cellular-V2X roadside equipment as a way to inform government deployment; this includes indoor and outdoor tests for thoroughness, providing a strong basis for future DOTs to determine which devices will best meet their deployment needs.
